2002 UKA & IAAF Rulebook Changes
PROPOSED
RULE REVISION FOR UKA RULE BOOK APRIL 2004
1.
Trail Running is proposed to be included as art integral discipline
within the sport and detailed rules will be included in a new section
of the book.
2.
Territorial
Representation.
Rule 10(3). Delete everything after' as defined in (1)(a)(i) above.'
There has been a misconception that this rule has restricted
an athlete from competing in a Territorial Championship if they have
represented Wales, Scotland or Northern Ireland in the preceding nine
months. This was never the case and the clause only restricted
athletes from competing for the Territory for that period. It is
being recommended that the restriction is removed.
3.
NIAF
Athletes.
Add to Rule 7 Athletics in Northern Ireland use IAAF rules and
operative date for all disciplines is 31st December
4.
Permission
to promote.
Delete the whole of the second sentence of Rule 12(1) which is
considered to be unnecessary.
5.
Cross
Country Permits.
Delete in Rule 12(3)(b) 'Open' since permits are now required for all
cross country races.
6.
Permission to Promote Delete in Rule 12 (6) the words "a
complete". This is to allow the possibility of an appeal against
a decision of the Permitting Authority which would not be possible
under the existing wording.
7.
Competitions
confined to particular Age Groups.
It
is intended to include 1500m steeplechase as an event for Under 17
Women. Under Equal Opportunities and Sex Discrimination legislation
if the event is offered for Boys it should also be available for
Girls. Height of barriers to only be 76.2cm.
As
a result of this there would be a need to change other rules
relating to steeplechase, for example:
8.
Under
15 Girls Hammer.
Rulel34.5 U15 Girls Hammer extended from being allowed only as a
development event to being permitted for both championship and
development events from 2004. Note:- the rule will be extended in
2006 to provide for U15 Girls' hammer in track and field leagues.
9.
Cross
Country Club Definition.
Change Rule 501 (Clubs) to read. 'A cross country Club is defined as
one which annually declares to the appropriate National or
Territorial Association that it intends to compete in team
competition in cross country events.'
10.
Cross
Country season.
Delete Rule 502 (The Season).
11.
Permission to Promote Cross Country Events.
Amend Rule 514 to bring it into line with Road Running rules relating
to permits and unattached levies.
Any
promoter granted a cross country permit by UKA must impose, in
addition to the basic entry fee, an additional entry fee of £1
on every entrant in an open cross country race who is not a member of
an affiliated Club. The additional entry fee is only applicable to
competitors in Senior competitions. Additional entry fees collected
are payable to the Permitting Authority within one month of the
competition being held and should be accompanied by copies of the
full race entry list and results.'
The
following proposed rule changes are not being recommended for adoption
1.
Affiliated
Clubs.
North of England AA queried that Rule 2(2) reads currently that an
affiliated Club must supply to the Territorial or National
Association to which it is affiliated, and to the UKA itself, such
information as that body requires.' In the 2000 Rulebook the rule
read '...or to the UKA...'
2.
Unattached
athletes.
From North of England AA Rules Revision Group: In Rule 3(6) after one
year of competition (other than in road running) athletes are
required to become members of a Club or Association affiliated
directly or indirectly to UKA. That Group recommends that for 'UKA'
read "Territorial or National Association'.
3.
Permission
to Promote.
Northern Group wanted the permit fees identified in Rule 12(6) to be
at the discretion of the Permitting Authority and not decided centrally.
4.
Under
20 Qualifying date.
The Endurance PST recommended that all disciplines adopt the same
Under 20 (Junior) qualifying date of 31st December/1st January as per
IAAF Rules. (At present both Road Running and Cross Country utilise a
different age group definition)
5.
False
Start Rule.
Recommendation that the false start rule currently in place be
deleted and the new IAAF Rule inserted.
6.
Lane
running.
IAAF Rule relating to lane running to be fully implemented under
domestic rules. i.e. that an athlete of any age placing so much as
one foot on a line going round a bend would be automatically
disqualified. Under this rule the Referee has absolutely no discretion.
Revisions
to the following rules are still being considered and will be
circulated shortly

Competition Club Athletes
- A possible restriction on the number of athletes allowed per club
per competition in League even its

Rule & 3(14) Composite
Clubs
- Deadline for applications to be set at 30 Sept for the following
year of competition to enable leagues to identify the membership of
various divisions during their planning stage.
3.
Rule 4(3) Open Team Competition - Higher
Competition Club Members
The intention would be to institute a rule which would disallow a
League from refusing to accept the status of such athletes or of
disallowing points scored by such competitors within the team Scores.
4.
Rule 12(6) and Rule 514 Permitting - Appeals
to permitting.
See comment above under point 6 of first section.
5.
Rule 107(2) U13
events
It is proposed to recommend a set of standard recognised events for
the age group. Currently the rule only identifies what events cannot
be undertaken.
6.
Rule 107(3) U15
events.
As with 5 above.
7.
Rule 107(4) U17
events.
As with 5 above
8.
Rule 107 (7) - Age
groups for Masters.
Awaiting consultation with relevant UK body managing that age group.
9.
A possible increase in value of the Unattached
Levy
with additional income being generated to be ring fenced ,at least in
England, for development work in endurance.
10.
Suggestion that there should be a charge made for permits which are issued.
New
Rule 3(15)
UK
Athletics may direct at any time that the conduct of any person is
so serious that it renders that person in UK Athletics' reasonable
opinion unsuitable to be a member of a club for such period as UK
Athletics shall decide. If so directed by UK Athletics, no affiliated
club may admit such person to membership during that period and an
affiliated club with which such person is currently in membership
shall forthwith expel such person from membership. No affiliated club
shall permit any such person to compete for or be associated in any
way with the club for the same period. For the avoidance of doubt,
any breach of this rule shall render the club liable for expulsion
from membership of UK Athletics.
